Ukraine’s Minister for Recovery, Infrastructure and Transport, Mykola Kalashnyk, held a meeting with a delegation from the International Finance Corporation (IFC).
The meeting focused on continued cooperation in developing infrastructure projects under public-private partnership (PPP) terms, and on moving from individual projects to a systemic portfolio of PPP projects.
First Deputy Minister Serhii Derkach also took part in the meeting, while the IFC delegation included IFC’s Regional Director for Europe, Ines Rocha, and IFC’s Regional Manager and Head of the Ukraine office, Alejandro Alvarez de la Campa.
«Our priority is to deliver a specific list of infrastructure PPP projects and, together with IFC, take them from concept and feasibility study through to structuring, tender, and attracting a private investor. We want to scale up our cooperation with IFC from individual cases to a systemic portfolio of infrastructure PPPs,» said Mykola Kalashnyk.
The parties reviewed key sector priorities. In the ports sector, they discussed the continuation of port concessions, including progress on the First Terminal and Container Terminal projects at the Port of Chornomorsk. Four international companies have already passed prequalification. In parallel, work continues on launching new initiatives to attract investors to the ports sector.
In the roads sector, the parties agreed on plans to jointly prepare new road projects and border corridors with IFC’s support, including the development of a network of weigh-in-motion (WIM) systems for trucks.
The meeting also addressed the development of passenger rail infrastructure, namely the transformation of the Kyiv and Lviv railway station complexes into modern transport and commercial hubs.
Finally, Mykola Kalashnyk noted the need to strengthen the professional capacity of Ministry staff and local government officials in the area of PPP through educational programs.
The parties emphasized the importance of continued IFC expert support in developing relevant legislation, including the adaptation of transport regulations to European Union standards.
