National Weight-in-Motion (WIM) System

The national WIM monitoring network is treated as a single investment asset. The scope of the PPP is 35 WIM complexes in 11 regions: Vinnytsia, Dnipropetrovsk, Kyiv, Kirovohrad, Lviv, Rivne, Odesa, Ternopil, Mykolaiv, Cherkasy, and Chernivtsi. WIM sites in proximity to the frontline are not included in the project scope as a risk-mitigation measure.

Indicative financial analysis (amounts in EUR, excl. VAT unless stated)

• Project cost structure: CAPEX ≈ EUR 27 million; OPEX ≈ EUR 49,000 per WIM site per year (≈ EUR 13 million over the 7-year operating period); major overhaul in Year 6 ≈ EUR 7 million; total project cost (CAPEX + OPEX + major overhaul + margin + contingency) ≈ EUR 59 million; total lifecycle cost including debt service (incl. VAT) ≈ EUR 77 million
• Availability payments: average annual availability payment ≈ EUR 10 million (excl. VAT) / ≈ EUR 11 million (incl. VAT)
• Economic performance: Economic Net Present Value (ENPV) +EUR 67 million; Economic Internal Rate of Return (EIRR) 53%; Benefit-Cost Ratio (BCR) 2.58
• Value for Money (VfM): +EUR 0.3 million

The project demonstrates strong economic viability while delivering a positive Value-for-Money outcome under the PPP model.
