Ahead of the Ukraine Recovery Conference 2026 in Gdańsk, Ukraine’s Ministry of Development of Communities and Territories presented international investors with a concession project for the ferry terminal at the Port of Chornomorsk.
This is already the second concession project in the ports sector that Ukraine has initiated to attract international business to public-private partnership projects.
The project was presented by the Ministry of Development in cooperation with the European Bank for Reconstruction and Development and the International Finance Corporation. The event brought together representatives of international and Ukrainian companies, including port operators, business associations, and international financial organizations.
«Ukraine’s recovery is impossible without attracting private capital. The scale of the destruction Russia has inflicted on Ukraine’s infrastructure demands new approaches to financing and development. That is why we are building a systemic portfolio of public-private partnership projects and creating clear, transparent conditions for investors. The ferry terminal concession in Chornomorsk is another signal to international business that Ukraine is ready for partnership and the joint implementation of strategic infrastructure projects,» said Oleksii Kuleba, Deputy Prime Minister for Reconstruction — Minister of Development of Communities and Territories.
The ferry terminal concession is part of the public-private partnership project portfolio that the Ministry of Development will present at URC 2026. In total, the portfolio includes more than 30 projects in transport, ports, railways, roads, and municipal infrastructure, 15 of which are priorities for launch in 2026.

First Deputy Minister Alona Shkrum and Deputy Ministers Serhii Derkach and Andrii Kashuba took part in the presentation of the new concession project and other PPP projects.
Key project parameters include:
- a 35-year terminal concession term;
- at least $40 million in investment over the full term of the concession;
- maintaining throughput capacity of around 2 million tonnes of cargo per year, with potential for further growth;
- annual concession payments to the state budget;
- preserving existing jobs and creating new ones.

The project is being prepared with support from the EBRD and the International Finance Corporation in accordance with international standards for preparing concession projects. This includes a transparent tender procedure and clear participation rules for potential investors.
The presentation of the ferry terminal continues the ongoing work on concession projects at the Port of Chornomorsk. The Ministry of Development previously initiated the concession of the port’s First (Universal) Terminal, which has already attracted significant interest from international operators. That project is currently at the competitive dialogue stage.
